Description:
Sysops on Meta may access Special:UserRights, however it isn't listed on Special:SpecialPages (I believe it appears there only for stewards and bureaucrats). Whenever a user can change any rights at all, that page should be listed.

WORKSFORME on local install, enwiki and metawiki, both logged in (sysop+brcat local, sysop on enwiki, normal user on meta) and logged out.

Now prove that you really can access Special:UserRights. ;) I just looked at Meta's Special:ListGroupRights, and there is nothing to imply Meta Sysops give out rights like a metawiki rollback flag.
