Hi, i think having auto submodule updates would benefit operations/puppet as then users won't have to manually update it.
Most of the submodules are owned by someone from operations team so they already have +2.

I'm pretty sure nobody in ops wants this functionality on puppet -- the parent repo operates by the policy of "if you merge it, you should deploy it right now." Merging a submodule doesn't imply that they want to deploy it right now.
I would oppose such a change for mw-config as well.
