Per the guidelines @ https://meta.wikimedia.org/wiki/Proposals_for_new_projects and http://community.wikia.com/wiki/Uses_of_a_wiki,
a request for a mirror of the English Wikipedia, with all pages and content, specifically as a fork for users such as Willy on Wheels, PoolGuy, MascotGuy, Voice cast vandal etc. has been approved per the decision of the Arbitration Committee.

Users should be allowed local sysop , bureaucrat access as needed, and as for checkuser and oversight.... should this be allowed for their wiki?

Either way... perhaps it needs to be on a separate cluster from the "real" Wikipedia.

There is a lot of demand for this within Wikipedia, and it could fix some of the vandalism issues if this mirror project is approved.

Could you link to this "decision"? First I'm hearing of it..

This was made via private discussion with the individuals concerned, off-wiki. For privacy reasons, it was never done on-wiki.

Could you have an arb' verify this request? I'll ask the ones I know, but unless there is an official AC request this should be declined

This is an unreasonable request and reads as a trolling attempt.
