The maintenance/dev/installphp.sh script tries to install PHP 5.6 but the URL and version it tries to use is outdated and doesn't work. It should be updated to install PHP 7.4 instead.

I already have a patch outstanding for this, in T165079, since July this year. Should I abandon it and mark that task as a duplicate of this one?
Updated the task description and title, the GCI link 404'ed, so I removed it, as it was from 2017 and no longer is tagged on this task. I also set 7.4 as target, as 7.3 is the requirement for non-master, and we'll move to 7.4 hopefully soon. (T261872)
