Add a bullet point about eligibility criteria in the application process steps section on the Outreachy participant's page

Description

Wikimedia participates in Outreachy, an internship program designed to bring people in open source from groups traditionally underrepresented in tech. Participants applying to this program should meet the eligibility criteria.

In the first sentence of the Outreachy participants' guide, we have mentioned that the applicants should first check the eligibility criteria and only then start applying. However, not many candidates follow this instruction.

We want to make this instruction as the first bullet point under the application process steps. As part of this task, you are expected to add a bullet point that clearly conveys that candidates should not proceed further before making sure they are eligible to participate.

May I know how to register myself as mentor in GoogleCode-in site as well as for wikimedia?
When signed in GCI site it shows "Registration for students is yet to open"
