Mock commons db in docker

Description

Some of the scripts (e.g. unused_images) cannot be tested locally as they rely on access to commonswiki_p on labsdb.

Introducing a thin commonswiki db (likely only needs the page table) as one of the docket build options would allow for more confident development of these scripts.

@JeanFred Is this a silly idea?
You've already laid the groundwork for this by making the db settings configurable. I'm envisioning a one table db with something that looks like the page table (but without any connections to other tables).
