'New translation' displays suggestions for already existing articles

Description

  1. Click on 'New translation' - the suggestions will display a mix of articles that exist and do not exist in the language that a user has chosen as To: language.

  1. If in the previous screenshot, if a user clicks on the suggested 'Victim blaming', the warning will be displayed: "The page already exists in catala"

I suppose the cause for this is the same as T139279. Perhaps they can be marked as dupes.

No, tickets aren't about the same thing. This is about suggestions when input query is empty on "New translation" dialog. T139279 is about the suggestion from "Suggestions" list.
