This is similar to T180634 for .8 but for .10!

The wikidata build is made and merged every morning.
Other patches can be merged into the extensions contained within the build throughout the day before the branch is cut.
This results in the extensions and build branch being slightly out of sync, and ideally we want to be switching between the same code when switching where extensions load from to avoid surprises.

Once the .10 branch has been cut make a fresh build and backport it.
At that given time look at any patches that have been merged onto master & also backport those to the relevant extensions
