We have $wgTimedTextNS for changing the NS number for commonswiki... Which causes problems for localisation in future, such as requested in T180881 and therefore T180052

We need to move NS number 103 -> 710, and 104 -> 711 so we can strip out this config mediawiki-config and such then in TimedMediaHandler
