Something to be done after T174812... Maybe?

We should add a way of determining what password policies apply to various global groups, as, at least in WMF configuration...

Or is this actually needed, with how we apply the extra policies using hooks in CommonSettings.php.... Which does mean the policies on the special page from T174812 will differ between users

Something to follow up on after the core special page is merged, and we can see it in action...
