TranslationNotifications is broken in the sense that T144780: Translation Notification Bot sending the same message multiple times to every translator caused by runtime timeouts, etc. And nobody is working to fix it. Yet, we have to rely on it so multiligual projects like Commons, Meta and Wikidata function as such.

Given that the email/talk page message sending is broken, I was wondering if instead of sending those, it could trigger Echo notifications instead.

Can we please investigate if this would be possible at all?
