In VE table editor, cannot move cursor out of caption area using keyboard

Description

In VE, whilst editing a table, it is not possible to use the keyboard (tab or arrows) to move the text-cursor out of the caption-area. We currently must use the mouse.

Confirmed in Linux with both Firefox56 and Chromium62.

Today I learnt tables can have captions in MediaWiki.

As of T192163 this is fixed, insofar as the tab key now works to move in/out of table captions.

@Deskana: do we want to put in the work to make the arrow keys jump the selection out as well, or is tab/shift+tab sufficient?

@DLynch It's insofar weird, as you can move with the up arrow key into the caption, but with down not into table cells.

Actually, new development, T200525 made it so that arrows will move out of it.
