Steps to reproduce

  1. Clean install
  2. Load any article
  3. Quickly scroll down a bit as soon as the article appears

Expected results

Unsure, but we may want to not show the tooltip unless the W icon is actually visible

Actual results

Tooltip partially offscreen

Proposed solution

Do not dismiss the the navigation bar or the tool tip until has been shown and dismissed.

Per grooming, this is going to change when nav bar changes. re-test and follow up once that is merged.

This should be solved by T182618. Tapping outside the popover will dismiss it.

This works as asked, but I still see some weirdness to the interaction...
