Batch-generate mp3 audio transcodes for existing ogg/opus/wav/flac files

Description

Now that mp3 transcoding is working in production, we should transcode our back-catalog of ogg/opus/wav/flac files so they'll play back on iOS in mobile view. Should be a matter of:

mwscript commonswiki extensions/TimedMediaHandler/maintenance/requeueTranscodes --audio --key=mp3 --throttle

or similar. I'll start this soon if no objections.
