I am presently experiencing an issue involving the use of anchors in a wikitable. I find it really frustating that for when certain anchors are clicked, two lines appear above the screen like so. Yet for others, only one lines appears. I am not sure whether this a problem with my computer or whether this is a Wikipedia problem. I am having this issue with IE11, Edge, and the latest version of Chrome. For aesthetical reasons, I would like only one line to appear below the Command bar, not two.

Ehm, doesn't this just depend on how you scrolled ? 1px of the commandbar + 1px of the border makes 2px, but if they happen to overlap because of the scroll offset than it's logically appears like one, because the line of the table is hidden behind the commandbar (just like all the other content that is above the table).
This doesn't seem like a bug to me and I have no idea why you would expect there to be only a 1px line...

Is there a way to adjust the scroll offset? As to why I expect there to be only a 1px line, it's pretty straightforward: there is already 1px line with the second example, which happens to look better aesthetically. Just why are the anchors so inconsistent?

No. It's inconsistent, because its a browser and not some sort desktop publishing format. Website technology is 'sloppy' like that. You won't believe how much trouble it takes to make stuff show up at all, if we have to start worrying about things like this, we might as well quit using the web.
