"https://phabricator.wikimedia.org/T178976 is with the New wikitext mode, not the WYSIWYG mode. Be sure that beta feature New wikitext mode and Spezial:Einstellungen#mw-prefsection-editing: Temporarily disable the visual editor while it is in beta are checked. You will be have only one edit link Edit, but not Edit source. The Link Edit will start the New wikitext mode. But with a redirect page it will open the target page, not the redirect page."

I can finally reproduce this issue.

This only happens if you're using the 2017 wikitext editor beta feature, but have opted out of visual editor, which is a strange combination. Otherwise editing the redirect works just fine in both visual and wikitext modes.

I wouldn't quite call this an unsupported configuration, but it's definitely not standard. This can't be prioritised right now.

(It makes more sense when you think about how the visual editor was rolled out at the German Wikipedia in 2016, as a default for newly registered and anonymous users.)
