We need to estimate the number of users who will access resources through proxy and bundle, specifically the number of concurrent users.

We'll have a theoretical maximum of 25k eligible for bundle, and currently have 3,000 users signed up for resources.

An estimate from @jsn.sherman, or advice on generating an estimate, would be much appreciated!
