Restore the translations of "null" in VisualEditor Cite and Citoid messages as "optional"

Description

Currently those messages mentioned below are marked as "ignored", mean the translations of "null" won't be updated, result those shown "null" in any languages.

While there's in actual no benefit to translate it to mostly Latin script languages, it would be unfair that e.g. Indic languages can't use their localized "null" when possible and usable, so please re-consider them, by re-marking those as "optional" instead.

I didn't examine the relevant Cite and VE code, but it probably must not be translated, because it may be processed as actual JS or JSON code.

It is weird that it's not ignored, though. It appears in translatewiki's configuration as ignored. @Nikerabbit, any ideas why does it appear as translatable at https://translatewiki.net/w/i.php?title=Special:Translate&group=ext-cite-visualeditor&language=tw&filter=&action=translate despite being marked as ignored in mediawiki-extensions.txt?

It's ignored for "Cite", not for "Cite - VisualEditor" where it exists.

All of the four messages mentioned here definitely should not be translateable. They are intended for local customization by wiki administrators, rather than for translations. The "null" is not translateable, it refers to the JavaScript null value: https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Global_Objects/null – translating it will cause JSON parsing failures (which luckily are harmlessly ignored rather than breaking anything).
