This issue is really minor - the edge case when the list of wikis in the left side panel is longer than the list of notifications.
- On Special:Notifications have a rather long list of wikis with unread messages (the list that does not fit into the viewport and needs some vertical scrolling).
- The list of notices in the right panel should be short.
- When the page is scrolled up (to the end of the wiki list), the short list of notices will be going completely out of the viewport.
