When I change Commons language setting to Kannada and choose File upload the resulting templates are in English and the license dropdown has no relevant choices available.

Also this sounds like a duplicate of T184862: Commons Localization - multiple languages to me (different language but same underlying reason)?

The wizard seems to be properly localized - but the link to the wizard based upload does not show when one choose the file upload link on the left panel.
The lack of language templates is for the old style upload
