Tweak Herald rules for Community-Tech

Description

Currently anything tagged with Tool-Pageviews or XTools automatically gets tagged with Community-Tech as well. Since those 2 projects (Tool-Pageviews and XTools) are mostly maintained by the community at this point, we want to remove those 2 Herald rules.

XTools was not in H260 so if you see any recent tagging with Community-Tech, please provide an example task ID.
