Personal toolbar tooltips display abbreviated shortcuts

Description

Shortcuts in tooltips are displayed abbreviated - and those shortcuts do not work.

Previously, tooltips have the following info:

Note: The issue exists in IE11 Windows 10 also.

Tooltips are not showing right now. It is unclear why they are not showing anymore. In any case the shortcuts are working.
