Attempting to edit a SD description dead ends - the text entry box does not allow entry.

Example Steps to reproduce:

1. Go to https://www.mediawiki.org/wiki/Talk:Code_stewardship_reviews/Feedback_solicitation/AbuseFilter
2. In the "about this board" pane, select "Edit Description"
3. ERROR: The text entry box does not allow text entry
4. ERROR2: Attempting to use the "Cancel" button highlights the text entry box, and does nothing
