Inconsistent close icon “x” in some remaining CentralNotice banners

Description

With T50067 resolved and especially https://gerrit.wikimedia.org/r/#/c/376851/ merged, there is the foundation laid out.
Still, there are, due to the way banners are built, non-standardized close icons fetched as “an image from commons or another wiki”

Let's change them to the standardized one.

Who could help with that? It's still disenchanting to see the outdated, lo-dpi close icons on banners in one of the most promising areas of our interface from design sytems perspective…
