The proposal is to use centralnotice_analytcis (temporary repo) in jobs to create data for Prometheus. Likely only OK to show on a non-public site.

Should allow flexible setup so we can change which campaign impression rates to monitor for different times of the year.

Should also allow the creation of campaign-specific alerts.
