[WFD] Move RBD claims from P361 to P4614

Description

Per d:User_talk:André_Costa_(WMSE)#avrinningsområde_(P4614)

For a surface water body (SWB) the connection to the river basin district (RBD) has been moved from P361 to P4614.

In addition to updating the code and the mappings we also want to move all of the old statements including qualifiers and references from the old property to the new one.

This will probably require building a "move claim" functionality into either wikidatastuff or pywikibot. (unless it already exists and I've just missed it)

Unless someone has fixed it in the meantime it should probably be considered data debt from our earlier import.
