wikibugs needs to be restarted

Description

Wikibugs lost connection to gerrit after we restarted gerrit. now wikibugs needs restarting.

Also we should do what we do with zuul and get it to keep retrying to connect.

WB was restarted multiple times by Chad & Lego during the upgrade and subsequent restarts.
