[Research Area] Determine tool discoverability strategy (toolinfo annotations and other pieces of data)

Description

Research Area: Tool Discoverability

How do we make sure we show the right tools to the right people? What do users need to know about a tool to determine if it's the tool they want to use?

The research I do here will likely affect the toolinfo standard, so the completion of that is blocked on this work.

This problem is resolved when:

  • We know what pieces of information tool users need to have when searching for tools
  • We have a strategy for codifying this information into the Toolinfo standard.
  • We know what fields will use controlled vocabularies, and we will know how these vocabularies will work (how are they updated? how do we get rid of old terms? etc.)
