Consider throttling edit summary Mention notifications

Description

This may not be needed given how the Notifications system already handles mass notifications.

There may be a use case where someone can spam their edit summaries with usernames simply to trigger unwanted notifications. We could proactively prevent this by building some form of throttling. This could be potentially configurable per wiki or per page.

We haven't yet seen anything that indicates we need to throttle mention notifications from edit summaries. If this does turn out to be a problem, CommTech may take this on.
