Customise the editing toolbar in Content Translation to show the most relevant tools

Description

Regardless of the location at which the toolbar is provided (T176422), we want to customise the tools provided by the toolbar in Content Translation. Showing the most relevant tools for this context helps keeping users focused (and contributes to the layout reorganisation proposed in T186873). For example, in Content Translation, a h2 heading is created by translating an h2 heading in the source text, making the menu to select such style less useful in this context.

The capabilities for customisation of the VE toolbar can be used to show only these elements: undo and redo actions, font style menu, link, list menu, and a "..." more menu that provides access to the insert menu. This is illustrated below:

@Pginer-WMF please review the following. It might be just one of iteration before finalizing the look of cx2-testing and VE integration, but your feedback would be valuable.

(1) The tool element looks big relative to the overall layout (100% scale):

To compare - the screenshot for 'Insert' menu on a regular article page:

(2) With zooming to 90% - an additional empty column appears:

(3) The first menu item in the mockup is 'Cite' but in the integrated toolbar 'Cite' is a separate icon.

(4) Even slight resizing (to 1392px) will place the pointing-down arrow outside of the box:

(5) Scrolling down is generally successful in getting the toolbar sticky, but there will be some slight displacement when you scroll down the article content (see the above screenshot).

For the issues related to layout of the editing card (1-4), I created T188987.
For (5), I created a general ticket on how to deal with cards when the header becomes sticky (T189202).
