LocalSettingsGenerator automatically enables your skins and extensions.

For managed systems, such as MediaWiki-Vagrant, this is unwanted, since MediaWiki-Vagrant enables and disables skins and extensions itself. There should be a command-line option to opt out of this installer behavior.
