Direct debit stopped working during the 2017 system switch-over. We should

T176541: Set up direct debit (Autogiro)
Update the routines for how to deal with direct debit members (new and returning):
- for the banking/accounting side
- for the Zynatic side
T187332: Re-design the direct debit form
Contact old direct debiters (in case we need a new permissions)
