Is this a Edit-Review-Improvements-Integrated-Filters problem or the old-school ORES interface problem?

This should be completely empty (or log actions only). I'm not sure if that's intentional. @Catrope is it?
The old UI is fine for me.
The big problem here is that the patrol flag is not visible to users who don't have the patrol right. This creates two problems.
- If we keep highlighting the way we currently are, and we tell people to use the patrol filters to filter out patrolled edits, that's no help to non-patrollers because they can't use those filters
- If we highlight the way you propose, then at best to non-patrollers it's a mystery why some edits aren't highlighted with any score at all, and at worst we're leaking information that's supposed to be protected.
@jmatazzoni and I think the best way to solve this problem is to make the patrol flag (and filters) visible to all users. Then we can either do #1 or #2.
