It's not deactivated, it's just admin-only.

While I understand the reasons for de-activating it, a compromise could be
sought by showing, upon moving a page, the presence of subpages which would
need renaming too (with either a link to "Special:Prefixindex/[Page]/" if there
are such subpages, or the full list of subpages).

Sorry, that script adds subpages on the deletion form, not the move form. Though it's probably very easy to add.
