Description

Per T182888#3979945

This would more easily allow admins to monitor all program activity and debug any issues. There may be performance concerns should the tool become very popular.

Be mindful that the /programs page could go slow as the popularity grows. I guess when this happens to us (the admins) we'll know it's time to start adding pagination or something, since eventually other folks will have a bunch of programs too.
