Remove 'moodbar-admin' from 'staff' global group

Description

As steward I can't do that because moodbar was uninstalled and therefore the rights no longer appear on the list of permissions I can modify. This needs someone with SQL access to do this via the database, as reinstalling moodbar just for this is not worth the effort.

Also, sendemail-new-users was recently added to the steward group, but it is not listed as an avalaible permission anymore. Perhaps it should be taken away too.
