It is impossible to reuse references inside an image caption (in the media dialog sub-editor)

Given the following page, being edited in VisualEditor:

Foo.<ref>asd</ref>

<references />

1. Open the dialog to insert a media file at the beginning of the page. Edit the caption inside the dialog.
   • Note that Cite → Re-use is unavailable, even though there is one reference already.

This works correctly when editing the caption in the main editing surface.
