This task captures the 2017-18-Q3 goal of finalizing an instrumentation proposal to capture data that will help us understand how references are used and consumed in Wikipedia. The task can be closed once we have:

• a prioritized set of research questions, including the data requirements
• a schema or set of schemas describing the instrumentation requirements, including the sampling approach, scope and duration of the data collection
• a proposed implementation of the above schema

The actual data collection and analysis is not expected to start before the end of Q3.
