Gain visibility into httpd mod_proxy actions

Description

ATM mod_proxy actions (pool/depool) or healthcheck or "status" in general isn't logged anywhere, only errors are logged to the server's error log.

Including something like this might help as well LogLevel warn proxy:info proxy_http:info proxy_balancer:info

It is not, the work is to get more general mod_proxy information into logs. Not sure though if still valid tbh, I'm just declining the task and we can reopen.
