Move Kartotherian and Tilerator repos into Gerrit and consolidate them

Description

We should move Kartotherian and Tilerator into Gerrit, where almost all other WMF repos live. However, https://github.com/kartotherian lists 37 repos, and we don't want to import them into Gerrit as 37 separate repos. Some of them are forks of third-party projects that are not needed or that we don't use, and many of them consist of only one substantial file. We should consolidate these into one repo if possible, or perhaps two or three if that turns out to be a better idea . @SBisson is looking at the Tilerator side of things and will make a recommendation as to how many repos we should consolidate into.

Note that Kartotherian / Tilerator have a life outside of WMF. At least @Yurik is still working on them. At the moment, we are in a situation where kartotherian / tilerator are managed mostly like an external project to which we contribute, more than a WMF project with external contributors. Bringing them back to gerrit might be creating a WMF fork of those project. This might or might not be what we want to do, but we should be clear on the implications before doing this move.

Roan says we have been using this and it seems to to work ok. So we will discuss in next team meeting whether we need to do it.

Discussed in 4/23 team meeting. The decision was that at this point in the project, reorganizing everything in this way is more of a danger than a benefit. Decision is that it will not be part of Map Improvements 2018.
