Content translation turned off for extended confirmed user on en wiki?

Description

Machine translation doesn't seem to be working for me, but I'm an extended confirmed user. Is it just turned off entirely on en wiki and the documentation is wrong? Or is there something else up?

Publishing to the main space is not currently allowed because of an abuse filter. This may change some day, but it's not in the extension.

Machine translation is a separate issue: T138711.

Thanks @Amire80, but I mean when I try to use machine translate, it doesn't actually translate anything, even when I'm publishing to a sandbox. Is that T138711?
