Refresh FallbackSettings for translatewiki, March 2018

Perhaps I misunderstand something, but some entries in translatewiki's FallbackSettings.php are quite odd:

There are some languages there that already have their own core Messages*.php file and Names.php entry, like be-tarask, br, kab, etc. Are they supposed to be there at all?

For some of them the fallback settings are different from the corresponding Messages*.php file, for example kab. Is this right?

Some entries are just plain odd. Why, for example, is roa-rup defined as a fallback for br?

Some languages there have a "bigger" language before a "smaller" one, which may be closer linguistically. By "bigger" I mean "having more translations". One example is addressed in https://gerrit.wikimedia.org/r/#/c/416347/ : for the Quechuan languages, Spanish comes before other Quechuan languages. Is this right?

These are really for translators, so the order doesn't really matter, and there can be more languages too.

But in practice, when language is first exported, this setting is usually copied as-is, and when language is set-up this setting is usually what is requested for the actual fallbacks.

In addition we have user preference for assistant languages (these are just the default value in absence of an explicit user setting), so that is also a reason to clean up this file.

So I recommend following criteria for FallbackSettings.php

  • Languages not yet added to MediaWiki core.
  • Languages for which there is a justified reason to include more languages that the core fallback. These should be documented with a comment. Do note that we do not need to list languages that are already defined as fallbacks, as those two are merged together.

In addition to a big cleanup in FallbackSettings, I changed some fallback settings in core.

This requires careful review. I don't expect it to be immediately merged :)

I'll reach out to editors and wikis in the affected languages and get their agreement.

Anyway, can you all please update MediaWiki fallback chains.svg now? At least because we removed "Ukrainian (uk) to Russian (ru)", added "Classical Chinese (lzh) to Traditional Chinese (zh-hant)" and following several languages additions in the last year.

The file has instructions how to update it, so anyone could do it.
