Description

The outer fieldset in the Preferences form initially has a border, but this is removed by styles loaded by JS, which means there's a flash of unstyled content before that happens.

Tested in Firefox & Chrome with Timeless aaa3d6e543310deeb2537b40e87a03bc9de5eb25.
