Set a time limit for the "Recently edited by you" suggestions for new translations

Description

Content Translation provides a "recently edited by you" list in the new translation dialog. The "recently edited by you" list doesn't have time constraint to really filter recent edits. For example, a german editor with one edit on English Wikipedia, back in 2008, will see such edit displayed as recent. This is easy fix, as API accepts time as parameter.

Given that editors participate at different frequencies, we want to limit the search for a time period of 30 days. That should maximise the chances of surfacing something relevant even for casual editors while still not feeling weird that it is still labelled as "recent".
