Steps to reproduce

  1. Enable page previews for desktop
  2. Visit https://ru.wikipedia.org/w/index.php?title=%D0%90%D0%BB%D0%B5%D0%BA%D1%81%D0%B0%D0%BD%D0%B4%D1%80%D0%BE%D0%B2%D1%81%D0%BA%D0%B8%D0%B9_%D1%81%D0%B0%D0%B4_(%D1%81%D1%82%D0%B0%D0%BD%D1%86%D0%B8%D1%8F_%D0%BC%D0%B5%D1%82%D1%80%D0%BE)&oldid=91111610
  3. Hover over the first link, Филёвской линии

  • Preview images are not shown for blacklisted images

The image selection is handled elsewhere and documented here: https://www.mediawiki.org/wiki/Extension:PageImages#Image_choice

noexcerpt has no effect on image selection.
T91683 was the proposed solution for this.

PageImages has no concept of where an image occurs or what classes the image is associated with and isn't able to.
