Description

As a follow-up of the support to add paragraphs to the translation (T187525), we want to invite more clearly the user to start the process.

Currently, the "+ Add translation" placeholder is only shown when the user hovers a paragraph. When the user is not hovering any paragraph, there is no invite to get started. Before the user added any paragraph, it would make sense to use the first paragraph as an invite to better guide the user.

When the translation is empty (and the user is not hovering any other paragraph in the translation), the invite to add a new translation will be shown for the first paragraph in the translation to communicate the starting point to the user.

Some considerations:

Hovering another paragraph will show the invite only for the highlighted paragraph.
Once the user added content to the translation, no paragraph would be highlighted without the user hovering on it.
