Regarding T32750 some users may not want this, or may prefer to receive it by email. I would suggest to add an opt-in/opt-out setting for this and allow users to choose where to receive the notification. This could mean an extra line in the "Notify me about these events" section at "https://en.wikipedia.beta.wmflabs.org/wiki/Special:Preferences#mw-prefsection-echo".

This is already hooked into the existing 'Mention' preference and the Mute list. I don't think we need any more granular preferences than that, but I'm open to being wrong. If there is a need to build this preference we can explore it.
I'll update the title to make this task more specific.
