wikitech-static: modify front page and/or banner to explain what this site is

Description

wikitech-static is a copy of wikitech, which is mostly good. But it should have a banner or something explaining that this is a read-only copy to avoid confusing people who show up there by accident.

Site js that varies on url/similar might be the best way of doing it

Looks like I can just check $wgSiteName. Now I'm looking for how to modify the banner from within JS
