formal VM request for T188163

A VM that is just like the existing VM "bromine.eqiad.wmnet" but in codfw.

So that we can make the "misc_static_sites webserver" active/active and fail-over to codfw while still having some sites such as annual report, transparency report and others up and running.

As discussed briefly in Service Operations meeting.

Memory: 1G (like bromine)
Disks: 20G (like bromine), well, let's say 30G because bromine is running low already and more sites have been added than existed initially
