AdvancedSearch & MinervaNeue: Misplaced scrollbars in help texts

The reason for the scrollbars is some dd { overflow: auto; } in the MinervaNeue CSS. We might need to reset this to e.g. overflow: visible just for the popups.

As of 2022 there is a more general design issue with these help popups that needs to be fixed first, see T189959.
